Within the ongoing international debate on transitional countries, this research demonstrates the role of land titling not only as fiscal policy but also as a social reorganization tool. The case of transitional countries still represents an under-explored field, within the complexity of their socio-political conditions. This research proposes a framework to explore to what extent does the provision of ownership affects households’ social cohesion and what is the role of land ownership in building social cohesion in Tirana. The findings highlight how the land policy did not influence social cohesion positively at an urban scale; rather, it seems to have increased the socio-economic gap among beneficiaries and non-beneficiaries. Moreover, those with long-pending applications represent an in-between social group, resulting from the contextual implementation conditions of Albania. This research is aligned with the hypothesis that individual rights might weaken collective pro-social behavior.
